The study aimed to measure the effectiveness of the Student Measurement and Evaluation Center programs in developing achievement tests, identify the difficulties facing the effectiveness of the Student Measurement and Evaluation Center programs in developing achievement tests, and identify proposals to increase the effectiveness of the Student Measurement and Evaluation Center programs in developing achievement tests, leading to the development of a proposed plan to increase the effectiveness of the Student Measurement and Evaluation Center programs in developing achievement tests.This study is considered one of the evaluation studies.The study relied on the use of the social survey method with a sample of students, numbering (379) individuals.As well as the comprehensive social survey method for officials at the Student Measurement and Evaluation Center at Helwan University, numbering (7) individuals.The study tool was a questionnaire for students and an open interview guide for officials.The results of the study concluded that the level of effectiveness of the Student Measurement and Evaluation Center programs in developing achievement tests as a whole is high.The study proved the acceptance of the first hypothesis, which means "It is expected that the level of effectiveness of the Student Measurement and Evaluation Center programs in developing achievement tests will be high." The study proved the rejection of the second hypothesis, which means "There are statistically significant fundamental differences between students' responses according to gender with regard to their determination of the level of effectiveness of the Student Measurement and Evaluation Center programs in developing achievement tests." The study proved the partial acceptance of the third hypothesis, which means "There are statistically significant fundamental differences between students' responses according to the nature of the study with regard to their determination of the level of effectiveness of the Student Measurement and Evaluation Center programs in developing achievement tests." The fourth hypothesis of the study was rejected, which means "There is a statistically significant difference between students' responses according to the academic year with regard to their determination of the level of effectiveness of the Student Measurement and Evaluation Center programs in developing achievement tests."
