Strategic planning for human resources and its impact on Yemeni national security

Abstract

In this study, I aimed to investigate the impact of strategic planning for human resources at the national level in Yemen, and its effect on national security.Additionally, I aimed to identify the main obstacles and the extent of leadership's understanding of the concept and goals of strategic planning.I also aimed to determine the most important strategies that strategic planning relies on to develop employee performance, as well as the obstacles in achieving Yemeni national security.This was done through researching the conceptual framework of strategic planning for human resources, the status of Yemen and its national security requirements, the study of Yemeni human resources and contemporary issues and their impact, in addition to analyzing the internal and external environment of strategic planning for human resources in Yemen.The study concluded with a proposed strategy of establishing a national body for the development of Yemeni human resources.I also extracted a set of conclusions on the level of legislative policies, organizational structure, human resources, organizational culture, physical and technological environment, beneficiaries, and the challenges faced by the government administration.Furthermore, the study provided recommendations in the political, economic, social, military, and security fields, in addition to the public civil service sector, and at the level of government administration to help activate and develop the system of Yemeni human resource development.
