The study aimed to determine the relationship between administrative reform and achieving institutional leadership at Aswan University, It also seeks to identify planning mechanisms to activate the contributions of administrative reform in achieving institutional leadership at Aswan University. The results of the study found that the level of application of administrative reform at Aswan University as a whole was average, and the level of achieving institutional leadership at Aswan University as a whole was average, as was the level of difficulties facing the contributions of administrative reform in achieving institutional leadership at Aswan University was average. While the level of proposals of activating the contributions of administrative reform to achieving institutional leadership at Aswan University was high level, the results also found a statistically significant direct relationship between administrative reform and achieving institutional leadership at Aswan University. The dimensions of administrative reform most closely linked to achieving institutional leadership at Aswan University were the following: decentralization, then administrative control, followed by information systems, then organizational development, and finally transparency.
