Abstract

This study is one of the descriptive studies through which it is possible to obtain accurate information that depicts and diagnoses reality and contributes to the analysis of its phenomena. Also, descriptive studies have the ability to provide some scientific and logical explanations for the phenomenon under study, so the current study aims to identify obstacles to the application of administrative reform in orphan care institutions. The second is the stagnation of regulations, laws, and legislation regulating work, and the third is the weak application of standards of governance systems, which reflects the weak application of accountability and transparency, the weakness of efficiency, effectiveness, participation, and the achievement of justice, which requires work to apply these standards in the light of an integrated and realistic plan.
